The invention discloses a method for realizing dynamic production scheduling in an energetic material production process. The invention further discloses a system which comprises a data management module, an operation scheduling module, a scheduling simulation module and a usermanagement module. According to the method, the energetic material scheduling problem is solved by adopting an improved genetic algorithm based on bottleneck information, and the processing sequence of the products is determined and the given optimization target is completed by reasonably distributing production resources and processing equipment under the condition of meeting constraint conditions, so that the production efficiency is improved, the production cost is reduced, and the enterprise competitiveness is improved.
