The heat-insulation mortar is composed of the following components: 300-500 kg of a compound cementitious material, 40-60 kg of an early strength agent, 0.5-1.0 kg of a water retaining agent, 2-3.0 kg of an adhesive, 0.01-0.06 kg of an air entraining agent and 120-180 kg of light aggregate, wherein the compound cementitious material is composed of the following components: 65-75% of dihydrate desulfurized gypsum, 20-25% of an active material, 5-15% of an exciting agent, 0.5-2.0% of an coagulation accelerator and 0.2-0.5% of a super plasticizer. The production method comprises the following steps: oven-drying or air-drying dihydrate desulfurized gypsum, and mixing with the active material, exciting agent and coagulation accelerator according to a certain ratio to obtain the compound cementitious material; and mixing the compound cementitious material with the additives including the early strength agent according to a certain ratio. The heat-insulation mortar provided by the invention has the advantages of high strength, high water resistance, low cost and low heat conductivity, and can consume plenty of the solid wastes.

A flow meter is arranged in the river in the downstream direction opposite to an output port of the water compensation pipe, the flow meter and the water pump control cabinet are in communication connection with a central controlling machine, and the central controlling machine regulates the conveying capacity of the water compensation pump through the water pump control cabinet so as to regulate water compensation flow of a water compensation input point to the river. According to the method, the system is utilized to schedule river flow Q to enable the river flow Q to be within an interval [0.8m, Qm], and the river is always under the ecological conditions.
