The invention belongs to the field of environmental protection; and aiming at problems of high quantity, complex components and no proper process treatment of mercury-contained tailings generated by nonferrous metal mines and nonferrous smelting enterprises in a production process, the invention discloses a method for recovering mercury from the mercury-contained tailings through complexing extraction and consolidating decomposition. The method comprises the following steps: the complexing extraction is performed for the mercury-contained tailings by adopting mixed solution of thiosulfate and selenium generation of sulfate, so that transfer-state mercury in the mercury-contained tailings is transferred into leaching agent; and the consolidating decomposition is performed for the mercury in the leaching agent and a complex, formed by a thiosulfuric acid radical and a selenium generation of sulfuric acid radical, through a method of heating and feeding carbon dioxide gas, so that the mercury is finally converted to stable mercury sulfide / mercury selenide to form precipitates.
