The invention discloses technical equipment for emulsifying and activating a microbial inoculum. The technical equipment comprises a pyrolyzing furnace, a feeding hole, a purging gas inlet, a pyrolysis gas discharge pipeline, a conveying facility, a cooling area and a discharging hole, wherein gas is in closed cycle in the processes of feeding, pyrolyzing, discharging, conveying and cooling. A semi-coke forming process is safe and environmentally friendly, the resource utilization rate of a plant source carbon source is increased, and organic pollutants in soil can be removed for a long time; and semi-coke, a compound bacteria liquid and an activating agent are jointly used for soil remediation, the activity of microorganisms and the soil remediation efficiency are improved, and meanwhile the soil fertility is improved.
