The method comprises the following steps of: paving a layer of ramming material at the bottom of a newly-built furnace in advance; paving a layer of light and thin material which is a wood material and an iron sheet on the ramming material; adding scrap steel in an amount which is 20 to 35 percent based on the capacity of the furnace into the furnace; electrifying an electrode for arc ignition, slowly increasing power from 30-40MW to 60-70MW, and melting the scrap steel; opening an oxygen lance on a furnace wall, adding the molten iron in an amount which is 30 to 60 percent based on the capacity of the furnace into the furnace, and continuously electrifying for oxygen blowing to ensure that the scrap steel is completely melted; adding 0.03 to 0.05 ton of lime slagging material into 1 ton of steel, and performing the normal steel smelting process; measuring the temperature of molten steel by using a thermocouple, stopping electrifying and supplying oxygen when the temperature of the molten steel reaches 1,600-1,650 DEG C, and drying the furnace for 15 to 30 minutes; and tapping if the temperature and components of the molten steel reach the required ranges. The method has the advantages of low energy consumption, short time and low cost.
