The device comprises a heat collecting system, a lithium bromide refrigerating system and a sensor detection system, wherein the heat collecting system comprises a solar heat collecting module and an exhaust waste heat collecting module, the solar heat collecting module comprises a solar heat collector arranged at the top of a bus and a hot water circulating pump, and water in a water storage tank flows through the solar heat collector to form internal circulation under the action of the hot water circulating pump; the lithium bromide refrigerating system comprises a generator, a condenser, an evaporator, an absorber and a heat exchanger which are sequentially and circularly connected, the evaporator is communicated with the inside of the bus, energy is supplied by the aid of abundant outdoor solar energy in summer and exhaust waste heat of a bus engine, power of the bus is not required, the power performance of the bus is improved, fuel consumption of the bus is reduced, exhaust emission is reduced, compared with a traditional air conditioner refrigerant R12 and the like, the lithium bromide-water which is used as a refrigeration working medium has the advantages that the lithium bromide-water is non-toxic, pollution-free and incombustible, and is clean, environment-friendly and good in safety.
