The water-based cleaning agent is prepared from a surfactant, a pH regulating agent, water and auxiliary agents, and the auxiliary agents comprise anhydrous sodium metasilicate and polyoxyethylene alkylation ether; and the water-based cleaning agent is particularly prepared from, by the total mass of the water-based cleaning agent, 0.25%-2.3% of the surfactant, 0.1%-0.4% of polyoxyethylene alkylation ether, 0.3%-1% of anhydrous sodium metasilicate and 0.2%-1.5% of the pH regulating agent. The preparation method of the water-based cleaning agent comprises the steps that the surfactant, the auxiliary agents and the pH regulating agent are added into heated water and stirred to be completely dissolved. According to the water-based cleaning agent, the purpose of removing oil stains and a release agent on the surface of to-be-plated metal can be achieved through one-step cleaning, and meanwhile the hydrophilia of the surface of the to-be-plated metal can be improved.
