The biodegradable lubricating oil is composed of base oil, an antioxidant, a corrosion inhibitor, an antifoaming agent, a metal deactivator, a demulsifier, an anti-wear agent and copper oxide powder, wherein the base oil is composed of synthetic base oil poly(alpha-olefin), synthetic base oil synthetic fat and synthetic base oil polyether; the antioxidant is anyone or a mixture of diarylamine and sterically hindered phenol, wherein the weight ratio of diarylamine to sterically hindered phenol in the mixture is 1:1; the corrosion inhibitor is a salt formed through using fatty acid and amine; the antifoaming agent is polydimethylsiloxane; the metal deactivator is a toluyltriazole derivative; the demulsifier is polyalkoxyphenol; the anti-wear agent is sulfurated triphenyl phosphate; and the copper oxide powder is nanometer powder, and the particle granularity of the powder is 25-35nm. The apparatus comprises a frequency-variable fan, a gas purifying tank, a differential pressure flowmeter and a sampling wind tunnel successively connected through pipelines, wherein the outlet of the sampling wind tunnel is connected with a wind tunnel outlet hybrid tube which is provided with a sampling port. According to the invention, the frequency of the frequency-variable fan is indicated and adjusted through the differential pressure flowmeter so as to purify a set flow of ambient air, and the purified ambient air is sent to the sampling wind tunnel, passes through the surface of the non-point source below the sampling wind tunnel at a corresponding sweeping air speed and carries pollutants given out by the surface of the non-point source; and the emission source intensity of the non-point source at the surface wind speed can be estimated through acquisition and determination of gas-phase concentration of the pollutants under such a condition at a sampling point of an outlet pipeline of the sampling wind tunnel and combined consideration of determined parameters like the flow of sweeping gas and a sweeping area. The proportion of the ignition fuel in the fuel is about 3-10%. When 92# gasoline is used as fuel, the consumption of the auxiliary fuel is about 0.1% that of the fuel, and about 0.45 L of the auxiliary fuel is consumed when an automobile runs 10,000 kilometers.
