The polyitaconic acid takes itaconic acid monomers which are partially neutralized as raw materials and is polymerized in water phase through the radical polymerization method. The method has simple process, few residues of the monomers, high conversion rate, high polymerization time, low energy consumption, and no emission of three wastes. The polyitaconic acid salt has a high-efficient inhibition role for formation and adhesion of calcium carbonate scale in seawater. The polyitaconic acid can be used as a scale inhibitor, a dispersing agent and a corrosion inhibitor in a seawater utilization (seawater circulating cooling, seawater desalting and the like) system, as well as a detergent additive, a chelating agent and the like.
