The method disclosed by the invention has the advantages that the manufacturing process is simple; and the obtained composite board is high in petroleum hydrocarbon pollutant treating efficiency and incapable of causing secondary pollution and damage to the water ecological environment.

The method comprises the steps of: spraying distilled water into a container loaded with liquid nitrogen for rapid refrigeration so as to prepare spheroidal ice ball particles, which are sieved by a sieve and then placed in a mould cavity for compaction; mixing 10 mass percent of a poly-beta-hydroxybutyrate chloroform solution and 10 mass percent of a polyoxyethylene chloroform solution fully in a volume ratio of 5:1, cooling the mixture, and then pouring it into the mould loaded with ice ball particles for freezing molding, then carrying out demoulding and vacuum freeze drying for removing chloroform and ice ball particles, thusobtaining a composite perforated plate of poly-beta-hydroxybutyrate and polyoxyethylene; culturing the perforated plate in a culture solution of petroleum hydrocarbon degrading bacteria for 24h, thentaking it out for air drying, thus obtaining a biodegradable perforated plate for adsorption and biodegradation of petroleum hydrocarbon pollutants. The biological sewage treatment device and the biological sewage treatment method for the synchronous nitrogen and the phosphorus removal and the sludge reduction resolves the conflict between the denitrification and the phosphorous removal, and ensures the stable water quality of effluent and low yield of the sludge.
