The invention relates to a porous nitrogen-doped carbon nanofiber dispersed nickel and molybdenum phosphide photocatalyst as well as preparation and application thereof. The preparation method comprises the following steps: (1) heating and dissolving MoCl5, Ni(NO3)2.6H2O, PS and PAN in DMF to obtain a spinning solution; (2) performing electrostatic spinning on the spinning solution to obtain a carbon fiber membrane; and (3) placing the carbon fiber membrane in a tubular furnace, firstly adopting sodium hypophosphite for pre-phosphorization, and then calcining and carbonizing the component to obtain a target product. The prepared catalyst has a wide light absorption range, the capability of reducing carbon dioxide (CO2) under visible light is greatly improved, and the catalyst shows excellent selectivity of reducing CO2 into carbon monoxide (CO). Meanwhile, the photocatalyst has the advantages of low resistivity, rapid carrier transfer capability, high photon-generated carrier separation capability, low carrier recombination rate, good CO2 reduction cycle stability and the like.
