The preparation process adopts the steps: firstly the fluxing denaturant is added into the industrial methanol for stirring for 5 minutes to 10 minutes under the conditions of normal temperature, atmospheric pressure, no spark, fire prevention and explosion protection, the composite functional agent is then added thereto for the agitation for 5 minutes to 10 minutes, then the national standard gasoline or the basic gasoline or the mixture thereof in random proportion is added thereto for being continuously stirred for 5 minutes, finally completing the preparation.
