In the invention, by controlling the suspended solid concentration of the sludge, the competition between the sludge and nutrients is inhibited so as to allow biofilms to obtain enough nutrients. The method has the advantages of quick film forming, simple method, easy operation and high practicality. Thus, the method is suitable for suspended packing film forming of all kinds of sewage / wastewater and river water.
