The device comprises an air feed pump, an inlet valve, a gas flow meter, a heater, a liquid seal bottle, a gas storage tank, an air intake, a hydrophobic microporous flat membrane, a membrane support porous plate, a self-circulation guide cylinder, a feeding and sampling opening, an inoculation opening, a gas outlet, an upper cover and an outer wall. Air is dispersed into air bubbles by the hydrophobic microporous flat membrane, passes through the membrane support porous plate and then enters into a cavity of a culture container. Based on relative positions of ventilative small apertures in the membrane support porous plate and the self-circulation guide cylinder, a lifting liquid medium forms external circulation relatively to the self-circulation guide cylinder and also forms inner circulation. Through culture liquid circulation, microbes in the liquid medium suspend so that the microbes fully contact with air. The device and the method solve the problem that a traditional membrane bioreactor needs an additional air filter and a disturbance or stirring device.
