The invention discloses a low-cost long-service-life fast-built hard rock pipe gallery tunnel, and belongs to the field of underground engineering. Existing pipe gallery tunnels crush hard rock full sections to be discharged as construction waste, the construction cost is high, resources are wasted, the service life is short, and the construction speed is low. A rock core is taken out by a centralwater drill splitter; rock barrels are cut by an arc-shaped cutter; segments are longitudinally cut by rock barrel cutting saws; the segments are transversely separated by a central saw; and a middlecutterhead supports to complete a hard rock wall, a rear support pushes a cutterhead to rotatably cut the separated segments, a large cutterhead supports the middle cutterhead to complete the rock wall, the rear support pushes the cutterhead to rotatably cut the separated segments, and the segments are discharged by a discharging system. A reinforced segment lining is manufactured by utilizing tunneling space hard rock to complete the rock wall, residual segment sales income pays off investment, the hard rock cutting amount is small, the resource utilization rate is high, the construction speed is high, the tunneling cost is low, and the service life is long. A series of problems of large hard rock cutting amount, resource waste, low tunneling speed, high tunneling cost, purchase of concrete segments, short service life, high use cost and the like in the prior art are solved.
