The apparatus is simple in structure and convenient in operation, and on-site evaluates the organic pollution condition in the waste water in real time by utilizing the microbial degradation principle in the organic waste water; and the waste water in the apparatus body is continuously and stably updated, and the anode chamber and the cathode chamber are arranged in the apparatus body, so that the damage of the apparatus caused by accidents can be effectively avoided, and the monitoring precision is high.
