In a finished product of the sludge organic fertilizer, the organic matter content is 35-45%, and the total N content is 0.7-1.0%. The sludge organic fertilizer disclosed by the invention is complete in nutrients and reasonable in proportioning, conforms to the early nutrient absorption regularity of vegetation restoration, and can significantly promote vegetation growth and accelerate the process of vegetation restoration. Through taking arbors such as camphors and german oaks and shrubs such as osmanthus trees and pittosporum tobira as optimal embodiments, compared with a contrast set, the SPAD (soil and plant analyzer development) value of new leaves is increased by 11.4-15.6%, and the leaf area is increased by 13.6-40.7%. After the fertilizer is applied, the soil organic matter is increased by 14.5-15.3% in comparison with a contrast set, and the total N content is increased by 5.1-5.9%.
