The invention further adopts the technical scheme that the method comprises the following steps: extracting the substrate sludge within about 10 centimeters away from the surface layer into a container, stirring the substrate sludge during injecting the passivating agent into the substrate sludge, and spraying the substrate sludge added with the passivating agent to the extracted substrate sludge surface layer. The release amount of ammonia nitrogen in the substrate sludge to the water body is reduced by 60 to 80 percent, the release amount of total P is reduced by 70 to 85 percent, the water stable aggregates reach over 80 percent, and the passivating agent is stable and is not easy to float. By using substrate sludge extracting mixed method, the passivating agent and the substrate sludge can be fully mixed, the treatment cost is low, and large-scale application is easy to realize. The method can be applied to nutritive salt passivating treatment of the substrate sludge of the non-drinking water bodies of seriously polluted lake regions, black and smelly rivers, landscapes and the like.

The invention also discloses the novel reinforced bar type ultra-high-performance concrete pipeline. The pipeline annular bar prepared by the method provided by the invention is in an oval shape, so that the strength of a reinforced bar is effectively utilized, and the pipeline strength is improved.
