The invention discloses a novel water-permeable brick, produced from building waste aggregate, steel slag, Portland cement, pottery sand, machine-made sand, fine clay powder, hollow beads, flyash, a pigment, water and a water reducer. The invention also discloses a pavement construction method of the novel water-permeable brick, comprising the steps of constructing a basic course, constructing a bearing course, tiling water-permeable bricks, cementing joints, maintaining, and clearing a site. The novel water-permeable brick pavement has good drainage and permeability; rain may permeate quickly in the bearing course and permeate directly in underground formations to supplement moisture for the formations, thereby improving growth conditions for surface plants; in addition, the pavement helps relieve the urban 'hot island effect', adjust urban weather, reduce PM2.5 particulate matters in air, prevent pavement ponding, and has good social and environmental benefits.
