The dead steam extraction system is connected to the water-cooled condenser and dead steam is transported and extracted to the dead steam recycling heat supply system of the double step-up steam increaser through a pipeline; the dead steam recycling heat supply system of the double step-up steam increaser is provided with a first steam increaser, a condenser of the first steam increaser, a second steam increaser and a condenser of the second steam increaser; the first and second steam increasersare different in step-up ratio; a heat net circulating water pipeline is connected to the condenser of the first steam increaser and the condenser of the second steam increaser for heating. Dead steamwaste heat of a water-cooled turbine of a heat-engine plant is recycled efficiently, the utilization amount of dead steam is improved, the heat supply capacity is improved, the cold end loss is reduced to the maximum extent, and the energy-saving benefit is maximized.
