In a construction process, a ditch with a certain slope is dug on the multi-year permafrost region; the bottom and the side wall of the ditch are paved with reversed filter geotechnical cloth; after a space enclosed by the geotechnical cloth is internally filled with the water collection and discharging layer and the crushed stone layer, the reversed filter geotechnical cloth is paved to form the reversed filter layer with the reversed filter geotechnical cloth paved in the ditch; clay is backfilled on the heat-preservation layer, and grasses are planted after the clay is compacted; and the heat-preservation blind trench facility applicable to the multi-year permafrost region is established. The heat-preservation blind trench facility is provided with the reversed filter layer and the water collection and discharging layer to stop and discharge water; the heat-preservation layer is used for guaranteeing that the water on a frozen layer in the reversed filter layer is not frozen and is smoothly discharged; and heat corrosion effect of the water on the frozen layer is stopped, and the smooth operation and operation period maintenance of engineering construction are guaranteed.
