The cathode and the anode are guided out through lead wires and are externally connected with a resistor to form a complete electric loop. The treating device can treat acid mine waste water in a home position, the pH of acid mine waste water can be adjusted to be larger than or equal to six effectively, and heavy metal ion concentration is effectively lowered.
