The invention discloses a whole vehicle heat management system for a plug-in hybrid electric vehicle. The whole vehicle heat management system comprises a high-temperature system, an inner-cooling low-temperature system and a battery low-temperature system. In the high-temperature system, a cylinder temperature adjuster, a radiator temperature adjuster and a PTC (positive temperature coefficient)heater are opened and closed, flow distribution of cooling liquid is controlled, so that the temperature rapidly rises when cold boot is implemented, an engine is rapidly heated, and oil consumption and omission are reduced. In an EV (electric vehicle) mode, control of tee is implemented. At the heating stage, a series circuit is formed between a battery and a motor controller, a series circuit isformed between a charging machine and a driving motor, the battery is heated by heat of the motor controller, the charging machine and the driving motor, optimal operating temperature of the batteryis kept, and energy cannot be wasted. At the cooling state, a circulation system is divided into two independent circulation systems, and optimal operating temperatures of the battery, the motor controller, the charging machine and the driving motor are ensured. According to the system, engine heating speed can be effectively improved, and oil consumption and omission are reduced.
