The design method comprises the following steps: 1) carrying out chemical and physical mechanical testing on a coal gangue sample so as to remove the risk of harmful impurities; 2) mixing the coal gangue fines with the limestone aggregates for gradation composition design under theprinciple of maximizing the application of the coal gangue fines; 3) selecting a plurality of cement doses, and carrying out compaction testing; 4) determining a cement dose by 7d unconfined compression strength; 5) verifying the composition scheme of the material through cleavage strength testing, and returning to the step 2) if the composition scheme is not met. Compared with full-aggregate-replaced materials, the cement-stabilized base material has the advantages that the coal gangue fines are used for carrying out partial substitution, the strength index can reach base layer standards, resources are saved, the environment is protected, and the cost of the base material is greatly reduced.
