The dephosphorization flocculating agent is formed by compounding an inorganic flocculating agent and an organic flocculating agent. The raw materials of the inorganic flocculating agent comprise sodium ferrate, borax, ferrous sulfate, silicate or aluminate; the raw materials of the organic flocculating agent comprise modified chitosan or modified polyacrylamide. The device comprises a flocculation reaction zone, a counter-current ozone air floatation zone and a biofiltration zone which are connected in order. The flocculation reaction zone comprises two grades. One side of the first grade is connected to a water feeding pipe. A bottom outlet of the first grade is connected to an air floatation water distribution zone of the second grade. A water inlet pipe is disposed in the upper part of the counter-current ozone air floatation zone and connected to the air floatation water distribution zone. The top of the counter-current ozone air floatation zone is provided with a scum accumulating zone, the middle of the counter-current ozone air floatation zone is provided with a rectification filler, and the lower part of the counter-current ozone air floatation zone is provided with a plurality of air-dissolving water-releasing heads, a macroporous water collecting plate and a punched water collecting pipe. The flocculant has large flocculation particles and high sedimentation velocity and has removal rate of raw water turbidity up to 98.09%. The raw water turbidity can be within 3NTU, the national standard, through one-time treatment when the raw water turbidity is between 70NTU and 100NTU. The content of aluminum ions in the effluent is 57.5% less than the content of aluminum ions in the traditional flocculants, the medicines for treating the tap water are little, and the flocculant does not contain the components harming the human bodies and has excellent performance and stable quality.
