The permeable reactive materials of the anode are mainly used for capturing the migrated heavy metal ions, an acid migration area generated by anode electrolytic reaction enters into the soil so as to dissolve out most heavy metals, the heavy metals are migrated into the anode and cathode permeable reactive materials under the action of an electrodynamic force, and in-situ removal of the heavy metal pollutants in the soil can be realized by the removing electrode. The method provided by the invention can effectively remove a part of organic matters adhered onto the surface of lithium cobalt oxide, increases lithium ion content in the failed lithium cobalt oxide and enables electrochemical performances of the restored lithium cobalt oxide material to be regenerated; the restored lithium cobalt oxide material can be used as a positive electrode material again for production of a new lithium ion battery; the method has the advantages of simple operation, easily controllable process, low energy consumption, environment friendliness and no generation of secondary pollutants.

The present invention further provides a treatment system for the method. With the method, organic pollutant soil restoring efficiency is high, the cost is low, and the method is a combination restoring method with strong practicability in the project.
