The invention relates to a near-zero-emission and CO2 recycling type fossil energy utilization method. The method is characterized in that coal gasification, power generation and production of chemicals are coupled, wherein the logistics and energy in the whole coupling process are integrated, namely, a certain volume of CO2 which is continuously exhausted is extracted is input to a power generation system to realize recycling; water or steam produced by power generation is treated as fluidizing gas for gasification reaction; the rest CO2 is treated as the chemical raw material for producing 1, 3, 5-sym-triazinetriol; and the chemical production of the 1, 3, 5-sym-triazinetriol chemical product and the power generation are organically combined, so that the recycling of CO2 and the completeutilization of C atoms can be completely realized, and as a result, the zero emission of CO2 is achieved. With the adoption of the method, the key problem that a large volume of room-temperature CO2is exhausted in an existing multi-co-production technology is solved; the purposes of CO2 recycling, green energy and chemical industry can be achieved; the CO2 and hydrogen can be effectively organically utilized; the near zero emission of SO2, NOX, particles and CO2 can be realized; and moreover, the H2 power generation risk is reduced, and the CO2 recycling is achieved.
