The device comprises an anaerobic pool, an anoxic pool, and an aerobic pool which are successivelyconnected. The technology comprises the following steps: after performing anaerobic, anoxic and aerobic treatments on municipal sewage, obtaining aerobiotic effluent; enabling a deoxidation pool to beembedded in the aerobic pool, and dividing the water outlet end of the aerobic pool to two parts, wherein one part is refluxed to the anoxic pool after entering the deoxidation pool for deoxidation,and the other part is directly flowed to a secondary sedimentation pool, and a volume ratio of the two parts is (2-4):1; and enabling the tail end of the secondary sedimentation pool to be connected to a sludge thickening pool, enabling concentrated sludge to be refluxed to the anoxic pool, and enabling supernatant liquid to be refluxed to the deoxidation pool. The technology is capable of, on thebasis of a current A2O technology, further improving the nitrogen and phosphorus removal effect of the secondary treatment, reducing the sewage treatment investment and the operating cost, providingan A2O-D2 synergistic nitrogen and phosphorus removal technology flow and technological design key points and design parameters thereof, and providing a design of a sewage treatment plant and a solution scheme of upgrading and reconstruction.
