The preparation method comprises the following steps: a. conducting mineral dressing, crushing and purifying treatment to PAL mineral raw materials to prepare high-purity PAL materials with purity of 90-98 percent; b. conducting depolymerization and ultrafine crushing treatment to the high-purity PAL materials to prepare nano and submicron PAL materials with size less than 100-800nm; c. conducting inorganic activation to the nano and submicron PAL materials to prepared nano and submicron PAL materials with large specific surface area; d. conducting organic modification to the nano and submicron PAL materials with large specific surface area to prepare organic nano and submicron PAL materials; and e. the organic nano and submicron PAL materials being composited with polymeric matrixes to prepare polymeric layered nano PAL flame-retardant composite materials, or the organic nano and submicron PAL materials being composited with other fire-fighting materials to prepare layered nano PAL flame-retardant composite materials. The layered nano PAL flame-retardant materials prepared through the method have the advantages of flame retarding, low smoke, no toxicity, good environmental performance and the like.
