The invention relates to a method for producing an active 
phosphate fertilizer by using by-product fluosilicic acid, which comprises the following steps: 1) preparing rock 
phosphate powder: 
grinding and crushing the low grade 
phosphate rock in an air swept mill, preparing the rock phosphate 
powder with 
granularity of 80-200 meshes; and 2) mixing: sending the prepared rock phosphate 
powder in a muller mixer, stirring and 
grinding, adding water through an atomization 
nozzle; then adding fluosilicic acid with concentration of more than 20% in the humidified rock phosphate powder through the atomization 
nozzle; adding an activator through the atomization 
nozzle finally; continuously rolling, mixing, homogenizing and crushing the materials in the muller mixer to obtain the finished product. The method for producing the active 
phosphate fertilizer by using by-product fluosilicic acid has the advantages that 1) the original low grade phosphate rock with non-industrial value or less value can be utilized; and 2) the method uses an appropriate 
solid liquid ratio of the rock phosphate powder and the activator, the production process is simple, the investment is small, the aging process of a traditional 
phosphate fertilizer production is not required, the uncontrollable 
discharge of 
fluorine containing gas during the production process is not generated, and no 
pollution is generated.
