The preparation method comprises the steps of dispersing nano-sol, ammonia water and a water-based hydrophobic treating agent in deionized water to prepare modified nano-particle suspension liquid, and obtaining super-hydrophobic modified nano-particle powder through a spray drying method; and adding porous micron ceramic powder and a water-based silane coupling agent into deionized water, then adding the super-hydrophobic modified nano-particle powder, continuously conducting stirring to prepare a porous particle suspension loaded with super-hydrophobic particles, and obtaining the porous powder loaded with the super-hydrophobic particles through a filtering and drying or spray drying method. The preparation method disclosed by the invention is low in requirements on the material and shape of the substrate, simple in equipment, easy to operate, low in cost and capable of realizing large-area construction, and brings revolutionary changes to the fields of building coatings, anticorrosive coatings, industrial coatings, functional coatings and the like.
