The preparation method comprises the following steps: weighing and uniformly mixing the raw materials in proportion; adding water in a mixing process, wherein the wet basis water content is controlled to be between 18 and 25 percent; mixing to obtain a mixture; granulating the mixture into sludge particles with the particle size of 0.5 to 1.5 mm; drying the sludge particles to obtain dried sludge particles, wherein the drying temperature is between 100 and 110 DEG C; and baking the dried sludge particles for 10 to 60 minutes at the temperature of 300 to 900 DEG C to obtain modified sludge for removing phosphorus finally. The damage to the environment caused by a sludge treatment mode is avoided; the waste treatment cost of a water plant is saved; the cost is low; and the operation is simple and environment-friendly.
