The preparation method comprises the following steps of S1, preparing fibrous porous graphitized carbon black, and obtaining the fibrous porous graphitized carbon black; S2, preparing the catalyst for the decomposition of the ozone, taking an electrolyte solution, using an electrochemical deposition method to deposit the electrolyte solution in the fibrous porous graphitized carbon black, in electrochemical deposition, a temperature being 85-95 DEG C, voltage being 2-5 V, and conduction time being 1-3h; and taking out and curing, a curing temperature being 300-350DEG C, curing time being 30-60min, cutting off, and obtaining the catalyst for the decomposition of the ozone.
