The production method comprises the following steps of: metering and mixing oven-dried or air-dried dihydrate desulfurized gypsum with the active material, the excitation material and the coagulation accelerating material according to a certain proportion to obtain the composite cementing material; and metering and mixing the composite cementing material with additives including the early strength agent according to a certain proportion. The dihydrate desulfurized gypsum water-resistant putty has the advantages of high flexural strength and compressive strength, high water resistance and low cost. The technique develops a novel way for the utilization of dihydrate desulfurized gypsum.
