The foamed plastic sheet material of the invention employs the waste and old polypropylene as a base-material, and is modified by the waste and old rubber powder and moulded through a crosslinking foaming, so as to prepare an ideal foam sheet material whose physical and mechanical property is near to that of a product made from a fresh material. In addition, the method has advantages of easily available raw materials, simple operation, no 'three wastes (waste gas, waste water and industrial residue)' discharge, etc., and has substantial economic benefits.
