The phosphorus-boron heterochain prepolymer block polyurethane fabric flame-retardant water-based sizing agent is prepared from the following components in percentage: 11.0%-15.0% of polyethylene ethanol, 4.0%-6.0% of carboxymethyl cellulose, 4.0%-5.0% of filler and 75.0%-80.0% of a phosphorus-boron heterochain prepolymer block polyurethane water-based copolymer. The preparation method of the water-based copolymer comprises the following steps that (1), an organic solvent, the phosphorus-boron heterochain prepolymer and dibutyltin dilaurate are mixed for heat preservation in a protective atmosphere under a heating condition, toluene diisocynate and dimethylolpropionic acid are added after the temperature of the system is uniform, heat preservation is carried out after the system is heated, and the solventis separated; and (2), the reaction system is cooled, a neutralizer and water are added, and stirring is carried out and the pH value is adjusted to obtain the water-based copolymer.
