The starch is activated under a high-temperature high-pressure condition, the starch is stirred at high speed, and the etherifying agent and the starch can be uniformly dispersed at the molecular level by virtue of a function of the high shearing force, so that the reaction activity of the starch molecules and the reaction efficiency of the etherifying agent are obviously improved.
