The preparation method comprises the following steps: preparing the hydrogel with the cross-linked structure; and heating and drying the hydrogel with the cross-linked structure, soaking the dried hydrogel in a solution formed by the hygroscopic salt and the chemical thermoelectric material, and taking out the hydrogel after the hydrogel is completely swelled to obtain the composite hydrogel with synchronous evaporation heat dissipation and waste heat recovery capabilities. The composite hydrogel can take away a large amount of heat through water evaporation at a high temperature, and meanwhile part of the heat is converted into electric energy, and the electric energy is output in a chemical thermoelectric conversion mode; and moisture in air can be absorbed at low temperature for automatic water supplement.
