The method comprises the following steps: (1) uniformly mixing a residual oil raw material with a diluting solvent, adding an oil-soluble oxidation catalyst and an oxidant, and carrying out a reaction, so that the sulfur-containing compound in the residual oil is oxidized into sulfone and sulfoxide; (2) distilling the residual oil after the oxidation reaction to remove the diluting solvent; and (3) feeding the oxidized residual oil into a delayed coking reactor, decomposing the sulfone and the sulfoxide to generate sulfur oxide under a delayed coking condition, and feeding the sulfur oxide into a cracking gas phase to obtain a low-sulfur petroleum coke product and sulfur-containing cracking gas. The method provided by the invention can be used for producing low-sulfur petroleum coke, wherein the sulfur content in the petroleum coke can be reduced by more than 50%, and the sulfur in the petroleum coke is transferred into a gas phase so as to be recycled, so that the requirement of environmental protection is met; and an oil-soluble metal catalyst is adopted, so that the catalyst dosage is small, the catalytic efficiency is high, the catalyst does not need to be separated after reaction, and the technological process is simplified.
