The preparation method is simple, and the prepared catalyst can be used for effectively improving the efficiency for removing PM and NOx of diesel engine exhaust due to the high catalytic activity of the vanadium-cerium-manganese compound oxide and the high adsorption activity of the silicone-aluminum molecular sieve, so that 'two-effect' purification for diesel engine exhaust pollutant by the SCR catalytic unit can be realized.
