The adsorption saturated double function resin is desorbed with dilute hydrochloric acid solution to regenerate, and the desorbed high concentration toluidine solution is treated through alkali regulation, rectification and other steps to recover toluidine product. The present invention has toluidine recovering rate higher than 80 % and recovered toluidine purity higher than 99 %. The present invention realizes the recovery of toluidine in effluent and the treating process is simple, efficient and economic.
