According to the method disclosed by the invention, the process is simple, and the selected chitosan hydrochloride is a monomer, so that the problem of chitosan solubility is solved, and polymerization reaction can be carried out under neutral conditions; itaconic acid added during the synthesis of the product is a monomer, so that the water absorbency of the product is further improved, the highest absorption volume of deionized water is 1,000-1,100 times, the highest absorption volume of tap water is 300-400 times, and the highest absorption volume of normal saline is 100-120 times.
