The device comprises a steel containing bucket, electromagnetic brake magnetic field generators and an electromagnetic stirrer. The electromagnetic brake magnetic field generators are arranged on the side face of the steel containing bucket, and the electromagnetic stirrer is arranged on the periphery of a bottom air brick of the steel containing bucket. The steel containing bucket containing molten steel is placed between the two electromagnetic brake magnetic field generators, and the electromagnetic stirrer is mounted on the periphery of the bottom air brick of the steel containing bucket. After an air blowing valve is opened, the electromagnetic stirrer and the electromagnetic brake magnetic field generators are started, and through electromagnetic stirring, the flowing speed of the molten steel near the air brick is increased, and small bubbles can be generated; the electromagnetic brake magnetic field generators are used for restraining the flowing speed of the molten steel on the middle and upper portions of the steel containing bucket, so that the staying time of the bubbles is prolonged. When the content of small-size inclusions in the molten steel meets the requirement, air blowing is stopped, and the electromagnetic brake magnetic field generators and the electromagnetic stirrer are turned off. By means of the device and method, the efficiency of capturing the inclusions smaller than 5 micrometers of the bubbles can be improved, temperature decrease and the total air blowing amount are reduced, and energy and resources are saved.
