A device for controlling a control valve of a construction machine according to the present invention comprises: a variable capacity-type hydraulic pump; a hydraulic actuator driven by operating oil supplied from the hydraulic pump; a control valve installed on a channel between the hydraulic pump and the hydraulic actuator to control the activation, deactivation, and direction change of the hydraulic actuator during switching; a manipulation lever for outputting a manipulation signal so as to correspond to the amount of manipulation; a temperature sensor for detecting the temperature of operating oil in an operating oil tank connected to the hydraulic pump; and a controller for applying a control signal, which corresponds to the amount of manipulation of the manipulation lever, to the control valve when a signal from the temperature sensor confirms that the detected temperature of the operating oil is higher than a preset temperature, the controller adjusting a manipulation signal, which conforms to the amount of manipulation of the manipulation lever, by increasing the manipulation signal at a predetermined ratio so as to correspond to the detected temperature of the operating oil when a signal from the temperature sensor confirms that the detected temperature of the operating oil is lower than the preset temperature, and the controller applying the adjusted control signal to the control valve.

The invention relates to an urban sewage treatment and resource recycling method, which mainly includes three steps, i.e., sewage pretreatment, electrochemical treatment and precipitation treatment and resource utilization. The method can purify and recycle polluted water, and can transform, reduce and then recycle precipitated waste residue (sludge) as a resource to produce trace element biological humic acid organic fertilizer for sale for profit. When the method is adopted to electrochemically treat sewage, polymer flocculant polyacrylamide does not need to be used, electric energy is mainly consumed, 0.1 kwh of electricity or less is consumed by the treatment of each ton of sewage, and thereby sewage treatment cost is reduced by 30 percent or more; more outstandingly, the production of sludge is reduced by more than 50 percent, moreover, the viscosity of the sludge is greatly removed, so that the state of water wrapped in a sticky film of waste residue cannot occur, furthermore, sludge can be easily separated out and dehydrated by filter pressing, so that the moisture content of sludge can be decreased to less than 50 percent, consequently, two major problems, i.e., difficulty in using discharged water and toxic sludge siege, are solved, and recycling economic benefit is also created.
