The invention relates to a method for preparing a potash fertilizer by utilizing low-heating-value potassium-rich coal gangue. The method comprises the following steps of: smashing and deironing the coal gangue to obtain potassium-rich coal gangue powder with low iron content, mixing and roasting the potassium-rich coal gangue powder and industrial pure sodium hydroxide at the temperature of 500-650 DEG C, stirring and mixing the roasted clinkers with water, and standing, ageing, filtering the roasted clinkers and the water to obtain a filter cake and a mother liquor containing potassium. The mother liquor containing potassium is subjected to CO2 acidification and neutralization as well as extraction and separation to obtain potash fertilizer K2CO3. The method can be used for obtaining by-products, namely ferrisulphas purifier and a raw material SiO2 which can be used for ceramics or fireproofing materials. The raw material SiO2 contains a certain amount of pulverized coal, has a certain heating value and can be used for reducing the energy consumption in the production process of the ceramics or the fireproofing materials. The method can be used for fully utilizing the main valuable elements in the low-heating-value potassium-rich coal gangue, is simple in technological process and is free from environment pollution and secondary trash discharge; and the raw materials used by the method are industrial waste and are wide in source, and thus the method is convenient to implement and popularize.
