The preparation method comprises the following steps: firstly, enabling a titanium source precursor and carboxyl functionalized graphene to grow a GE-TiO2 photo-anode on a conductive substrate through a hydrothermal method; secondly, growing a UIO66-NH2 layer on the surface of the GE-TiO2 in situ through a secondary hydrothermal method to form a primary composite structure; and finally, carrying out condensation reaction on amino in UIO66-NH2 and carboxyl on the surface of graphene in GE-TiO2 by utilizing a condensation reagent (EDCI / HOBt) to form covalent amido bond bridging, thereby obtaining the final composite photo-anode.
