A short-process steelmaking method based on a converter is carried out according to the following steps of a, preparation of primary smelting molten steel, b, preparation of a temperature increasing agent, c, converter operation, d, operation after the converter, and e, treatment outside the converter. According to the short-process steelmaking method based on the converter, aiming at the characteristics of existing converter steelmaking, the advantages of long-process steelmaking of the converter and short-process steelmaking of an electric-arc furnace are taken into account simultaneously, another way is found, the primary smelting molten steel is produced by adopting an electromagnetic induction heating furnace, the converter is utilized to conduct secondary smelting operation on the primary smelting molten steel, meanwhile, a certain amount of the temperature increasing agent is added into the converter bottom according to the temperature of the primary smelting molten steel put into the converter and the adding amount of steel scrap into the converter, in the premise of ensuring heat balance of a converter system, and the molten steel yield and quality, the converter omits steelmaking through blast furnace molten steel, and whole scrap steel smelting through the converter is achieved. By adopting the short-process steelmaking method based on the converter, the molten steelyield and quality can be ensured in the premise of normal production, and meanwhile, the purposes of reducing pollution and reducing emission are achieved.
