The method comprises the following steps: placing the 30 to 40 meshes of waste rubber powder into a high-speed stirring reactor, and heating the waste rubber powder to the temperature of between 80 and 100 DEG C; adding the plasticizer, the dusting agent, the catalyst, the promoting agent and the dispersing agent into the reactor sequentially for reacting for 10 to 20 minutes at a temperature of between 80 and 120 DEG C, and cooling and discharging to produce the activated rubber powder.
